Job Summary: The Test Engineering Manager provides the leadership to and exercises overall direction and control over a design engineering section with responsibility for developing and maintaining test equipment, creating and executing test strategies for product development. Essential Functions: Accountable for Test Engineering design and development activities that meets all customer specifications and company requirements for schedule, cost, producibility, and reliability. Responsible for overall test engineering performance and efficiency. Ensure consistent performance for all associates within test engineering organization through talent development and effective performance management. Responsible for project management work over several Capital projects to develop test equipment with accountability for design criteria and concepts, planning, scheduling, cost estimating of the projects. Responsible for monitoring, controlling, and coordinating all activities to ensure timely delivery of project objectives. Responsible for managing and coordinating continuous improvement activities in their area with sustainable results through continuous evaluation and improvement of existing test processes, tools, and methodologies. Acts as an expert in test strategy and other testing related matters Develop organizational operating plans and procedures within framework of department policies. Provide technical consultation, service and support to other departments, customers and vendors as necessary. Responsible for resource allocation and capacity planning, delegate appropriate level of authority, and hold individuals accountable for results. Ensure test engineering conduct successful design and peer reviews for test engineering deliverables. Evaluate and recommend new test facilities, equipment, materials, and components. Any other tasks as assigned by supervisor or management. Minimum Qualifications : Experience: 5 + years of experience in hardware testing and/or test equipment development, and 3+ years in a managerial role. Education/Certification: BS degree in Electrical, Computer, or Electro-mechanical Engineering or related field. Knowledge: Demonstrated knowledge of testing fundamentals including new product development cycle, testing levels and types. Demonstrated ability to create a test strategy, plan, and schedule and in accordance with master project plan. Demonstrated understanding of typical testing risks and mitigation strategy. Skills/Abilities: Ability to effectively organize work functions and staff assignments. Ability to establish and maintain effective working relationships with all levels of employees and customers. Strong ability written and oral communication and presentation skills. Ability to make informed decision under pressure. Ability to coach, mentor, resolve conflict, and performance manage. Preferred Qualifications : PMP Certification Experience working in Aerospace or other regulated industries. Several factors contribute to actual salary, including experience in a similar role or performing comparable job responsibilities, skills, training, and other qualifications.
