Job Description:
As the Sr NOC Safety Performance Program Manager, you’ll lead the safety programs that support the daily operation of Southwest’s Network Operations Center (NOC), ensuring compliance with the FAA’s 14 CFR Part 5 Safety Management System framework and Company safety policies. You’ll drive Safety Risk Management for all NOC operational, technological, and procedural changes—identifying risks, documenting them, and guiding mitigations through Leadership review and approval. Working collaboratively across Dispatch, Technology, Operations, and Safety Teams, you’ll support Safety Policy, Safety Assurance, and Safety Promotion to elevate safety performance across the organization. Through proactive oversight and strong cross‑functional partnership, you’ll help ensure the NOC operates safely, reliably, and with unwavering commitment to our Customers and Employees.

Responsibilities
- Develop, design, enhance, implement, evaluate and monitor policies, processes, and procedures that enhance safety performance at Southwest Airlines
- Serve as a point of contact for NOC safety reporting systems (e.g., ASAP, Irregularity Reporting [IR], Safety Reporting System [SRS])
- Manage, coordinate and execute functions of NOC’s Safety program as assigned (e.g., Aviation Safety Action Partnership [ASAP])
- Review, research and analyze safety data
- Develop accurate and quantitative insights
- Prepare professional presentations and reports
- Prepare recommendations to enhance Safety performance
- Develop, author and present safety information to NOC and Company Leadership
- Develop, author and deliver safety promotion (e.g., communication, training, briefings, news, workshops) to NOC Employees
- Collaborate with various Southwest Airlines Teams (e.g., Safety and Security, Emergency Response, other Operating Departments)
- Participate in and/or facilitate safety investigations and event debriefs
- Assist FAA and NTSB investigations involving NOC functions
- Attend and/or present at industry meetings, conferences, or seminars
- Provide friendly service and maintain positive relationships with all internal and external Customers
- May perform other job duties as directed by Employee's Leaders
Knowledge, Skills and Abilities
- Working knowledge of airline, operational control, flight planning and flight following standards, policies and procedures
- Working knowledge of 14 CFR Part 5 and Part 121 regulatory requirements and associated regulatory guidance
- Knowledge of interfaces with other Southwest Airlines operating departments (e.g., organization, operation, philosophy, procedures)
- Skilled analytical work with investigative and problem-solving abilities
- Skilled in appropriate computer software knowledge and skills
- Skilled in written and verbal communication
- Skilled in detailed work, applying technical documents, managing multiple concurrent tasks with frequent interruptions
- Ability to influence others to fain buy in and support
- Ability to assemble and organize technical data, preparing comprehensive and logical factual and analytical reports, and creating and communicating effective presentations to large and small audiences regarding these findings
- Ability to handle sensitive and confidential information
- Ability to work well under tight time constraints to accomplish assignments and projects within regulatory constraints
- Ability to take initiative and work independently
- Ability to work well with others as part of a team and work well in a fast paced environment
Education
- Required: High School Diploma or GED
Experience
- Required: Expert level, expansive and far-reaching knowledge in:
- 14 CFR Part 121 airline operational experience
- Any combination of: safety investigation or safety management experience or project management experience
- Preferred: Strong background in Dispatch, including prior dispatch experience or an active/previous dispatch license; familiarity with Dispatch and SMS, ideally within Part 121 airlines
- Preferred: Experience with Safety Management Systems (SMS) and understanding of how SMS integrates into airline operations
Physical Abilities
- Ability to perform work duties from [limited space workstation/desk/office area] for extended periods of time
- Ability to communicate and interact with others in the English language to meet the demands of the job
- Ability to use a computer and other office productivity tools with sufficient speed and accuracy to meet the demands of the job
Other Qualifications
- Must maintain a well-groomed appearance per Company appearance standards as described in established guidelines
- Must be a U.S. citizen or have authorization to work in the United States as defined by the Immigration Reform Act of 1986
- Must be at least 18 years of age
- Must be able to comply with Company attendance standards as described in established guidelines
- Ability to work extended hours based on operational needs
- Must meet confidentiality expectations as to confidential, proprietary and sensitive Company information
Competitive market salary from $132,200.00 - $146,900.00 per year* depending on qualifications and experience. For eligible Leadership and individual contributor roles, additional bonus opportunities are available and awarded at the discretion of the company.
