Position Summary:

The Manager, Controls Engineering will direct a team of Operational Technology (OT) controls authorities to ensure safe, reliable, and efficient use of OT and control systems at the GTAA. This role actively supports the GTAA Strategic Plan to transform the Airport through Operational Efficiency, Innovation and Compliance with the Regulatory and Safety Programs. The Manager focuses on Asset Restoration Planning and Resilience, focuses on OT Cyber security, and leads the Subject Manager Expert (SME) support needed for our Project Delivery and Infrastructure teams. The Manager leads all aspects of GTAA control systems and cyber security standards, their effective implementation and overall compliance.

Key Accountabilities:


  • Lead the development or integration into the existing 5-year Restoration Programs to enhance the performance, maintainability, resiliency, duplication, and safety of the airport control systems.
  • Lead OT Cyber Security Program inclusive of short-term and long-term Cyber Security Roadmaps
  • Validate program assumptions, risk analysis, edit fiscal analysis, and resolve issues with alternatives, errors or omissions.
  • Lead the delivery of the Controls Engineering Team’s tasks in support of the business objectives and priorities by ensuring quality engineering design and specifications supporting all control systems at GTAA.
  • Validate and editorialize documented business, technical and project requirements relating to the solution synthesis, selection and implementation for control systems.
  • Provide and cultivate innovative engineering solutions to enhance passenger safety and service through improved ease, safety, resiliency and excess in airport and control systems
  • Lead OT Cyber Security Program inclusive of short-term and long-term Cyber Security Roadmaps and ensure higher cybersecurity
  • Ensure effective collaboration between IT and OT and continuously define roles and responsibilities for optimum delineation for each system at GTAA.
  • Lead Controls Engineering Team, both employees and contracted services, to provide a high level of customer service, engineering skill, and technical counsel to clients within budget & schedule
  • Develop and maintain policies and standards related to control systems
  • Lead people by providing coaching, guidance and development by providing relevant feedback for personal and career growth


The salary for this management non-unionized position is competitive based on the successful candidate’s qualifications

Qualifications:


  • Post-secondary degree in Engineering from a recognized Canadian institution, or a combination of education and relevant professional experience
  • 8+ years of combined equivalent work experience and education in the fields of engineering and project management.
  • Preference to those candidates who are a Professional Engineer as designated by Professional Engineers Ontario
  • 8+ years of experience in the functional work experience (Mechanical or Electrical Engineering, Project Management, etc.)
  • 3+ years of experience in People Management (direct report or multi-functional)
  • Demonstrated experience working in a customer centric environment
  • Able to obtain and retain Transportation Security Clearance at the designated level for the position


Knowledge, Skills and Abilities:


  • High level financial competence with sound understanding of operation expense and capital expenditure as it relates to balance sheet implications.
  • Working knowledge of Life Cycle Asset Management.
  • Project Management.
  • Operational Technology Cyber Security and Governance.
  • English fluency in oral and written communication.
  • Continuous improvement management system training.
  • Contracts, legal collateral organization, and written word interpretation.
  • Industry trends and technology developments.
  • Restoration and sustainment capital planning.
  • Advanced quantitative analysis and logical deduction.
  • Construction methods and practices.
  • Ability to interpret construction drawings, specifications, building codes and assess compliance.
  • Ability to translate drawings, specifications and other technical collateral for non- technical purposes and discourse.
  • Resourcefulness and professional tact in dealing with disagreements and high-pressure situations.
  • People management and coaching proficiency.
  • Leadership and influence in the absence of authority


The GTAA is a federally-regulated private sector corporation. The Government of Canada has suspended mandatory vaccination requirement for federally regulated transportation sector workers. The GTAA continues to monitor government and health developments relating to COVID -19 and may re-introduce the Vaccination and proof of Vaccination requirements in the Policy at any time.
