Position Summary:
Understand and involve in business issues, participate in business task forces. Provide a full range of HR services to the organization; actively promoting a culture where the people resource is continuously developed and empowered in all areas to achieve world class business performance. Champion company culture and management practices within the organization. Act as change agent.
Implement HR strategy to ensure the attraction, selection, development, and retention of current and potential employees. Develop, manage, coordinate, and administer HR programs across the span of HR areas in Singapore.
Promote One Parker through collaboration, harmonization, and sharing of best practices across divisions in the Country.
Reports to: Regional HR Manager, ASEAN
Scope/Supervision and Interaction:
Report to Country HR Manager, ASEAN
Interact with functional leaders and all levels of staff in Singapore
Interact with other country HRMs on regional HR initiatives and programs as well as best practices sharing
Job Responsibility:
Has primary responsibility for the management, design, communication, and implementation of all Human Resources policies, procedures, and regulations including labor and employee relations in Singapoe.
Be accountable for the compliance of Corporate, Group, and Regional HR programs to meet Company policy, labor law, and governmental regulations.
Participate in organizational design and development activities. Support ASEAN HRM in cases of executing necessary organisational changes in Singapore. Carry on redesign and restructuring of job classifications as needed to maintain alignment with business needs.
Directly or indirectly implement recruiting strategies for hourly and salaried employees; interface with functional leaders on openings; prepare position and person profile where specific needs arise; participate in final selection process of key staff where appropriate; create recommendations for offers.
Partner with functional leaders to complete performance management and talent management cycle in Singapore; participate in Regional Talent Review; ensure managers and employees complete development plans.
Develop and administer local training; work with managers to identify best utilization of training offerings; participate in training actions as appropriate.
Facilitate the annual merit review cycle, observing country guidelines and with Regional HRM input.
Facilitate employee engagement survey, focus group feedback opportunities, and follow up actions. measure effectiveness and efficiency of action plans.
Ensure Company Code of Conduct is observed and followed by all employees. Ensure funcaitonal managers are aware of any ethical issues arising and the recommended course of action. Responsible for managing all employee grievances and disciplinary processes; liaison with Labor Union (where applicable) or legal department.
Champion participation as well as quality of High Performance Teams to drive business performance and enhance employee empowerment & engagement.
Foster effective communication between employees and Location/Functional management; ensure department is responsive to resolving employee issues and concerns. Encourage the utilization of value-centered employee reward and recognition programs at all levels.
Ensure proper & timely updates of employee information into HRIS system.
Conduct HR reporting and analytics, as needed.
Ensure that statutory reporting requirements, from the company or local administrative authorities are done properly and on time.
Ensure that the various local agreements are in line with statutory legislation and company policies.
Actively support and involve in EHS, Lean, and any other major strategic corporate initiatives.
Proactively look for opportunities to harmonize, simplify and improve on HR policies and processes within Singapore, working in collaboration with COEs and Division HRs
Establish and maintains a Country-wide image of our company as an Employer of Choice by using respective National platforms and networks.
Provide support, advice and guidance to location HR.
Education and Experience:
4 year university degree (or international equivalent) required with major in Human Resources, Psychology, Business/Management, or related areas of study; Advanced degree preferred
Minimum 8 years of HR working experience in MNCs
Previous work experience includes experience as Human Resource generalist or Human Resource Specialist (Compensation & Benefits, Learning and Development)
Skills and Competencies:

In-depth knowledge of Singapore Labor Laws and regulations
Possess good written, verbal, and interpersonal communication skills for effective interface with all internal and external contacts
Possess good analytical and technical skills required to understand business practices and recommend proper opportunities
