International Mobility and Immigration Manager
Arlington, VA or Austin, TX (Onsite)
Position Summary
Thales is looking for an International Mobility and Immigration Manager to be responsible for direct oversight and management of all related programs in support of human resource initiatives for the region to provide a premium experience for employees (transferees, local hires and short term and long-term assignees), and to business partners across the globe.
In this position, you will be providing governance, consultation and lifecycle programs management, which includes responsibility for the assignment packages, immigration processes, payroll data reliability, tools implementation and maintenance, relocation program and localization.
You will as such operate cross-functionally, and develop and maintain vital partnerships with multiple internal stakeholders, business units, the global HR team, the Corporate International Mobility Center, Employment, Finance, Payroll and Legal functions, as much as with external providers. You will lead and coordinate the activities of the Regional International Mobility /Immigration Specialists, manage their objectives and professional development.
Key Areas of Responsibility
International Mobility
- Promote and deliver the Thales International Mobility (IM) programs, including: Commuters, Short Term & Long Term Assignments inbound and outbound to / from the United States and Canada, consistent interpretation & application of policies, recommendations for changes or improvements as required; Secure and finalize the localization process in closing the IM agreement and extending the offer; Advise assignment packages to internal stakeholders including meetings with Assignees, Administration and logistics associated with coordination of international assignments; Promote Thales IM policies and in case(s) of specificities, be able to present and discuss with the IM Corporate Manager for setting up any appropriate equitable and compliance solutions.
- Maintain the Company’s compliance with Immigration & Tax regulations concerning international assignments within NORAM; Support tax filings of one-way relocations in partnership with 1st Point HR team; Evaluate assignment gross-ups to be re-paid to Thales and work with assignees and Finance on the repayment process and tracking; Educate and advise HR Business Partners and business leaders on International Mobility policies & procedures; Track, forecast and communicate the flow of actions required for all assignees to appropriate stakeholders; Provide assistance to international assignees through coordinating, developing, and managing taxes, visa, and benefits coordination; Collaborate with other departments within the company on administration integration for each assignment including Payroll, Tax, Finance, BP&A, Accounts Payable, and Travel.
- Manage and maintain relationships with each team/employee with active mobility cases while providing excellent service throughout the process; Manage and own relationships globally with relocation service providers, program vendors, and consultants for services and program administration to ensure exceptional service, refine processes and optimize costs management; Forecast with HR BPs for potential business needs and provide high level timelines, costs and considerations for use during MYB reviews; Advise and support on individual cases of one-way relocations as needed.
Immigration
- Collaborate with resourcing, HR, and hiring managers to create a seamless and efficient approach to resourcing, on-boarding and integration across offices in the US and Canada; Design and manage the visa/work permits and permanent residency processes in the US and Canada; Monitor industry and immigration trends to update the internal policies and procedures; Compile annual nominations for eligible employees to be sponsored for H-1B and Permanent Residency for HR BP and business leadership review and approval; Execute education campaigns on temporary work authorizations, permanent residency applications and company policies; Maintain the data base population to proactively pilot visa and permanent residency cases; Assist with complex cases related to tax, immigration, and relocation related queries raised by our cross-functional teams / HRBPs.
- Manage escalations and crisis situations for employees, managers and HR BPs with an emphasis on responsible options for maintaining work authorization; Ensure Employees education on their understanding / big picture process steps and their role and accountability to be taken; Work with cross function and overseas HR team on tax and immigration compliance processes and registration; Work with legal immigration vendor to monitor and respond to all applicable inquiries including working with employees regarding collection of time sensitive documents and data for various aspects of the immigration process (Letters of Support, Public Access Files, PERM activities, compliance posting requirements, etc.) and also to continuously refine process and manage costs.
Team Management
- Manage 1 – 2 immigration and mobility partners; Conduct performance appraisals and support the objectives setting process; Look for ways to improve overall by brainstorming new ideas that streamline processes or adjust scheduling.
Minimum Qualifications
- Bachelor’s degree in a related field of study with a minimum of 4+ years of relevant experience, or a Master’s degree in a related field of study with a minimum of 3+ years of relevant experience, or an equivalent combination of education and experience.
- 4+ years of experience with high volume employment-based immigration; 2+ years of in-house company experience with both US and international immigration matters.
- Record of accomplishment of scaling immigration processes and improving team member experience in a fast-paced, rapidly growing environment.
- Demonstrated ability to provide strategic direction, manage hands-on corporate immigration matters both US and internationally.
- Excellent communication (bilingual proficiency in French is preferred) and strong influencing skills; Excellent attention to detail, sense of accuracy and urgency; Strong business and HR acumen including excellent decision-making, problem-solving skills and critical and analytical thinking.
- Demonstrates deep tax technical knowledge and provides impactful advice; Experience with global mobility and tax processes, immigration, vendor management, and systems.
