Job Description:
We are seeking a Subcontracts Manager (SCM) for our Alpharetta, Georgia business to oversee the entire lifecycle of our subcontracts, encompassing strategy development, solicitation, negotiation, award, and management of cost and schedule. The role involves working with diverse customer segments such as U.S. Federal Government, Commercial, International Governments, and Defense. The SCM will handle various subcontract types to mitigate risk and ensure alignment with L3Harris's goals. Responsibilities include acquisition strategy, SOW development, proposal generation, source selection, negotiation, subcontract documentation, supplier performance management, and technical collaboration. Additional duties involve change and risk management, handling government property, transportation, invoice processing, and payment. The SCM also supports business development by negotiating agreements and assessing potential bidders for risks and capabilities, as well as aiding in audits.
Essential Functions:
- Acts as a Subject Matter Expert (SME) across Supply Chain and communicates effectively with various functional organizations and executive leadership.
- Leads the assigned subcontracts organization or programs, providing guidance to a team of Subcontracts Administrators and Managers.
- Oversees supply chain activities, including metrics, KPIs, proposals, and cost savings initiatives, while advising senior management.
- Manages supplier performance, ensuring compliance with schedules and cost targets, and collaborates with engineering on technical subcontractor management.
- Possesses advanced knowledge of contract types, government proposals, and Basis of Estimate (BOE) development.
- Utilizes advanced negotiation skills to manage subcontractor relationships and program risks effectively.
- Reviews technical Statements of Work (SOWs), ensuring clarity and eliminating ambiguity in requirements.
- Has an in-depth understanding of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, and supply chain strategies.
- Develops strategic acquisition solutions from capture to execution, working closely with PMO and Contracts to mitigate risks.
- Provides expert support for proposal activities, develops BOEs for Subcontract Management labor, and ensures alignment with Supply Chain proposals upon prime contract award.
Qualifications:
- Bachelor’s Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
- 5 years experience in Procurement and/or Subcontracts. Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance. Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.
Preferred Additional Skills:
- Highly proficient in MS Office suite of tools, including Outlook.
- Proficient with MRP systems.
- Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.
- Demonstrate a strong attention to detail and a high degree of accuracy.
- Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable.
- Ability to effectively communicate with all levels of management and program teams.
- Be a self-starter and team player.
- DoD contract experience.
- Knowledge of FAR/DFAR/ITAR laws, rules, and regulations.
- Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts.
- Lean Six Sigma experience.
- Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.
