Job Description:
The Finance organization within the Aerojet Rocketdyne (AR) Segment of L3Harris is seeking an experienced Program Planning and Controls leader to drive segment program performance and execution excellence. This leader will be key to setting the vision, leading change efforts, ensuring adherence to AR System Description, establishment of program business rhythms, EVM system setup and maintenance, management of program performance measurement baselines (PMB) and integrated master schedules (IMS), program execution, EV analysis and reporting. The successful candidate will have the ability to drive/guide a program team toward best business practices utilizing standard tools and processes in alignment with industry standards and L3Harris policies/procedures. This position requires strategic vision and ability to deploy large scale projects to improve and sustain Program Planning and Controls capability across the Aerojet Rocketdyne segment. This individual will work on significantly diverse assignments, assist with standardization of processes, and foster a collaborative team setting.
Essential Functions:
Lead initiatives to develop compliant scheduling and program controls processes, training material and work instructions; providing guidance and consulting to high profile AR programs
Proposal adequacy and executability – assist program teams with the development of quality, compliant program Baseline plans and prepare programs for Integrated Baseline Review (IBR)
Assist program teams with Comprehensive Estimate at Complete (CEAC) development
Lead various continuous improvement (e3) initiatives for the Program Planning and Controls team
Tracks plans and schedules, performs risk analysis, identifies and resolves critical path and network logic conflicts. Utilizes Gantt, Critical path, Driving Path, Variance metrics, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas.
Disciplined, self-starting professional who can bring projects to closure with minimum direction, guidance and oversight
Business travel of up to 50%.
Qualifications:
Bachelor’s Degree with a minimum of 15 years of prior related A&D industry experience. Graduate Degree with a minimum of 13 years of prior related A&D industry experience. In lieu of a degree, minimum of 19 years of prior related A&D industry experience.
Experience leading program planning & control efforts for large, high visibility Government projects.
EVMS expertise and knowledge of government reporting requirements including IPMDAR, IPMR, DoD EVMS SIG and NDIA EIA-748-D.
1-3 years direct leadership/management experience.
Preferred Additional Skills:
Experience on programs with responsibility for development and execution of the IMS, including setup, baseline management and update/maintenance, schedule analysis, critical path analysis, SRAs, and CDRL deliveries.
Experience with schedule health metrics for Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) environment (e.g. DCMA 14- Point assessment; DCMA EVMS Compliance Metric (DECM) and Schedule Metric Analysis – such as BEI, CPLI, SPI, etc.).
Experience leading Non-Advocated Reviews (NAR).
Ability to lead and develop relationships with geographically dispersed teams.
Objective thinker with a passion for problem solving and the ability to execute challenging tasks to completion.
Proficient with the use of Microsoft Project and/or Open Plan or Primavera P6, Milestones Professional and PowerPoint .
Experience in Agile planning, execution, and subcontractors’ schedule integration.
