Johnson Service Group (JSG), a nationally award-winning staffing firm, has an immediate opportunity for a Certified Payroll and HR Specialist to join an established Electrical Contractor in San Diego. Contract to Hire | Onsite | $34 - $36/Hr. based on skills, education, experience, and other relevant qualifications.
The Payroll Administrator is responsible for accurate, timely payroll processing and full labor-compliance reporting for a California electrical contractor. This role manages certified payroll (state and federal), union and benefits reporting, garnishments, agency filings, and employee records, while supporting HR onboarding and terminations. The position also serves as backup payroll processor and supports cross-training to ensure continuity.
Key ResponsibilitiesPayroll & Systems

Process and audit weekly payroll in Sage 300, including job/labor cost coding, fringes, and shift differentials.

Maintain earnings/deductions, tax setup, direct deposits, and wage garnishments in compliance with California law.

Reconcile payroll registers, general ledger postings, and labor cost reports prior to funding.
Certified Payroll & Public Works Compliance

Prepare and submit Certified Payroll Records and Statements of Compliance via CA DIR eCPR and platforms such as LCPtracker, Elations, and prime contractor portals.

Perform daily public works compliance checks, including prevailing wage determinations, craft/class codes, zone pay, shift/holiday rules, travel and subsistence, apprenticeship ratios, fringe allocations, and proper work classifications.

Maintain complete project labor-compliance documentation.
Union, Benefits & Workers’ Compensation

Prepare and reconcile union trust reports, travelers/reciprocity, and monthly census files.

Support Workers’ Compensation audits and prepare wage statements as needed.
HR & Employee Administration

Manage onboarding and terminations, including I-9, W-4/DE-4, system access, benefits, and final pay in accordance with California law.

Maintain employee records in compliance with CA retention and privacy requirements; respond to employment verifications.

Manage EDD filings, unemployment claims responses, and client/site badging requirements.
Time Off, Controls & Backup

Administer sick leave and vacation accruals in compliance with CA Paid Sick Leave and local ordinances.

Maintain payroll procedures, internal controls, and support system upgrades and process improvements.

Train designated backup(s) and serve as backup payroll processor as needed.
Minimum Qualifications

3+ years of California payroll experience supporting hourly, multi-site, or trade-based workforces.

Experience with certified payroll (CA DIR and/or Davis-Bacon) and union trust reporting.

Proficiency with Sage payroll (or comparable ERP) and strong Excel skills (lookups, pivots).

Working knowledge of CA wage and hour laws, payroll taxes, and compliance requirements.

Strong attention to detail, confidentiality, and deadlines with professional communication skills.
