SummaryThe Senior Human Resources Analyst will provide high-level, professional HR support across a wide range of public-sector human resources functions. This role is hands-on and strategic, supporting leadership, managers, and employees while managing complex and confidential HR initiatives.
Key Responsibilities
- Lead and execute full-cycle recruitment efforts, including recruitment planning, posting, screening, interview coordination, reference checks, and hiring documentation
- Provide senior-level support in employee relations and labor relations, including investigations, coaching, meet-and-confer support, and contract-related analysis
- Support and maintain the District’s classification and compensation systems, including job description revisions and salary/benefit surveys
- Administer and support performance management processes, including evaluation review and program improvement
- Conduct employee engagement initiatives, including surveys and follow-up analysis
- Ensure HR practices comply with applicable laws, regulations, labor agreements, and District policies
- Prepare analytical reports, written recommendations, Board items, and HR-related documentation
- Participate in special projects, policy development, training programs, and employee development initiatives
- Serve as a trusted HR resource to employees at all levels, from front-line staff to executive leadership
Ideal Candidate Profile
- Extensive public-sector HR experience (City, County, School District, Special District, etc.)
- Proven experience with:
- Full-cycle recruitment
- Employee and labor relations
- Classification & compensation analysis
- Performance management and coaching
- HR compliance and policy interpretation
Strong analytical, writing, and communication skills
Highly organized, adaptable, and able to manage competing priorities
Professional, approachable, and effective across all organizational levels
Qualifications
- Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field
- Five (5) years of progressively responsible professional HR experience in a public agency
- Minimum of three (3) years focused on employee relations, labor relations, coaching, and performance management
