The following position is to join our Corporate Talent Team:
The Talent Strategy and Operational Effectiveness (OpEx) Leader drives talent strategy development and execution, operational effectiveness, and program/project management standards as a key member of the Talent COE leadership team. Work is performed in partnership with the COE leaders, the enterprise Talent Leadership Council (TLC), key stakeholders within RTX & BU HR, and key functional partners (Comms, People Services, DT/HR Tech, etc.). This position reports to the Senior VP of Talent. The Talent COE comprises talent acquisition, talent management, learning and development and establishes enterprise-wide policy, process and practices for deployment within the BUs, including Corp|ES by the BU Talent organizations.
What Will You Do
- Directly leading the planning, integration, and execution of near- and long-term RTX-wide HR/Talent initiatives, projects and processes. This includes conducting external research/benchmarking and data analysis, facilitating senior-level reviews/workshops/focus groups, developing strategic communications for varying internal stakeholder groups, delivering against established and ad-hoc reporting cadences, and operating as the Talent interface for key partners/deliverables such as the RTX Sustainability Report.
- Transforming COE operations by actively leveraging and deploying CORE tools and methods across all Talent domains; establishing and documenting COE domain configuration, including definition of key processes/practices, roles and responsibilities, and maturity across the talent domains; serving as the chief of staff to the SVP Talent to fully integrate all COE efforts; and working closely with the extended Talent leadership teams to determine/develop key cadences and operating norms (e.g., quarterly domain reviews).
- Establishing and driving program / project management discipline, rigor, principles, and standards while leading, statusing, and managing key talent initiatives and projects through a team of project managers and the extended team of BU Talent OpEx leads.
Qualifications You Must Have
- Typically requires a University Degree and a minimum of 14 years prior relevant experience or an Advanced Degree in a related field and a minimum of 14 years of relevant experience
- Strong project management experience including proven success in managing strategic projects and initiatives, demonstrating cross-functional leadership, and applying strong change management practices to achieve measurable results
- Exceptional problem-solving, decision-making and quantitative skills, including strong organizational and financial understanding and process orientation
- Highly adept at "telling a story" and building effective executive presentations
- Solid ability to use data and metrics to analyze and solve challenges
- Demonstrated strategic planning and execution skills, including successful ability to manage multiple, competing priorities at a rapid pace
- Strong influencer, problem solver and motivator with a strategic mindset that takes a long-term view and anticipates future trends and implications
- High proficiency with Microsoft Office Suite (PowerPoint, Excel, etc.)
Qualifications We Prefer
- Prior HR Business Partner and/or Talent Partner experience
- Broad understanding of HR best practices, principles and functions with demonstrated capability in designing solutions, aligning leadership, and managing implementation of best practices
- Expert in RTX CORE principles and/or lean methods
- Experience applying change management models and leading varying levels of transformation/change involving multiple stakeholder groups at an enterprise level
- Creative, innovative leadership experience complemented with adaptability, resourcefulness, and proven track record building/promoting continuous improvement mindset
- Experience in designing and developing processes that drive outcomes such as on-time delivery

The salary range for this role is 186,200 USD - 353,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
