General Summary:
Astronics Test Systems is seeking a Program Manager (PM). This role is responsible for managing all aspects of assigned projects, including cost, schedule, technical performance, and risk. The PM will develop and maintain project schedules and budgets, oversee execution, establish and maintain clear communication with customers, prepare internal and customer reports, lead or support status and milestone meetings, and coordinate content for customer deliveries. The Program Manager will work in accordance with established program management processes and procedures to ensure project success.
Principal Duties and Responsibilities
Generates and implements program/project plans that include the following:
Planning & Execution:
- Manages project delivery to meet scope, schedule, and cost objectives with clear and timely communication to the team and management.
- Develops and maintains detailed project plans to track progress and align with objectives.
- Manages major program milestones including Requirements Reviews, Design Reviews, Acceptance/Qualification Testing events, and Production Readiness Reviews.
- Coordinates with functional leaders to ensure functional resource availability to support successful execution.
- Leads the identification, tracking, and resolution of team actions and roadblocks to maintain schedule.
- Identifies potential scope creep and implements mitigation strategies to maintain team focus and minimize out of scope activities.
- Conducts risk management to identify, assess, and mitigate risks.
- Participates in make/buy analysis for strategic and cost-effective sourcing.
- Collaborates to build and maintain vendor relationships and supports significant issue resolution.
Monitoring, Control & Reporting:
- Manages project budgets and monitors performance using Earned Value Management (EVM), applying Estimates at Completion (EAC), Estimates to Complete (ETC), Cost Performance Index (CPI), and Schedule Performance Index (SPI) to control costs and ensure alignment with financial and schedule objectives.
- Prepares and delivers weekly and monthly program status reports to internal and external stakeholders.
- Supports Quarterly Program and Business Reviews with program updates and assisting with financial analysis.
- Identifies and escalates high-impact issues to functional or senior management promptly.
- Creates and maintains comprehensive project documentation per company processes and contractual obligations.
Customer & Stakeholder Management:
- As the primary point of contact, establishes and maintains customer relationships with clear and responsive communication with the utmost transparency.
- Issues formal change notices for customer-requested scope changes to define cost and schedule impacts.
Strategic Growth / Business Development:
- Supports proposal development efforts in the business unit, ensuring alignment with technical, schedule, cost and profit objectives.
Job Specifications

Education/Experience:
A BSEE, BSCE, BSME or advanced technical degree is preferred, along with five years of program/project or similar management experience. Proven ability to lead teams and collaborate effectively is required. Experience with Earned Value Management (EVM) and Project Management Professional (PMP) training or certification is preferred. Equivalent industry experience will be considered.
Computer Skills:
- Proficient in word processing, spreadsheets, internet applications, and Microsoft Project.
- Supervisory Responsibilities: Directly supervises employees across multiple departments in a matrix organization, following company policies and legal requirements. Responsibilities include interviewing, hiring, training, assigning work, evaluating performance, managing discipline and rewards, and resolving complaints.

The noise level in the environment is moderate.
Domestic travel may be required up to 25% of the time.
