As a Principal Specialist, Contracts supporting the Mission Systems – Critical Defense Products, Precision Enabling Technologies (Electronics Portfolio) at Collins Aerospace, you will play a pivotal role in shaping and managing complex government and commercial aerospace agreements that power some of the most advanced defense technologies in the world. In this position, you will operate at the center of cross-functional program teams, guiding contract strategy from early capture and proposal development through negotiation, award, execution, and closeout. Your expertise in FAR/DFARS and government contracting will help ensure compliance, mitigate risk, and enable programs to deliver critical capabilities to our customers and the warfighter.
This role goes beyond traditional contract administration. As a trusted advisor to Program and Contracts leadership, you will influence key business decisions, lead negotiations with customers and prime contractors, and help structure agreements that balance regulatory requirements with strategic business outcomes. You will collaborate closely with Engineering, Finance, Supply Chain, and Program Management to navigate complex contract requirements, support audits and compliance activities, and resolve contractual issues that arise throughout program execution. What You Will Do:
- Advise Contracts and Program leadership on contractual rights, obligations, and risks by conducting risk assessments, developing mitigation strategies, and proposing alternative approaches to contract execution through redlines and negotiation strategies
- Serve as an authorized representative for Collins Aerospace, interfacing with customer buying command representatives to build strong relationships and manage contracts in support of operational and strategic business objectives
- Provide contract administration support by reviewing, interpreting, and negotiating contract requirements, including assessing the impacts of contract changes and modifications
- Support proposal development, contract negotiations, and contract administration activities for assigned programs and special projects
- Prepare and defend FAR Part 12 Commercial Item Assertion Packages, collaborating with Engineering and Procurement to develop technical justifications, ensure regulatory compliance, and represent assertions to customers, DCMA CIG, and other stakeholders
- Ensure compliance with the Truth in Negotiations Act (TINA) by conducting cost or pricing data sweeps, validating data accuracy and completeness, preparing Certificates of Current Cost or Pricing Data, and maintaining supporting documentation for regulatory and audit requirements
- Coordinate solutions to contractual issues and customer concerns related to contract performance while ensuring compliance with applicable laws, regulations, and company policies
- Lead or support internal and external audits related to proposals, contracts, and business system compliance
- Evaluate and coordinate proposal activities and investigate significant contract changes involving cost, specifications, technical data requirements, and schedule impacts
- Support the Contract Manager by collecting contractual data and compiling reports in response to Collins Aerospace, RTX corporate, and Mission Systems-level data calls
- Manage contract closeout activities, ensuring timely closure in accordance with contract terms and conditions, including coordinating U.S. Government property clearance and submitting required Contract Closeout Letters to the Contract Administration Office (CAO) and/or Prime Contractor
- Occasional business travel (10-15%) to support onsite audits and customer negotiation meetings
Qualifications You Must Have:
- Typically requires a University Degree and minimum 5 years prior relevant experience or an Advanced Degree in a related field and minimum 3 years of experience
- Prior experience supporting contracts within the Aerospace & Defense industry
- Working knowledge of FAR/DFARS, including experience interpreting and applying these regulations within government contracting and procurement processes
- Experience collaborating with cross-functional stakeholders such as Program Management, Engineering, Finance, Supply Chain, or Government customers
- Experience analyzing contract requirements, cost or pricing data, or regulatory documentation to support contract negotiations, compliance, or program execution
Qualifications We Prefer:
- Prior experience in all aspects of the contract life cycle (cradle to grave), including proposals, negotiations, administration and closeout
- Proven ability to collaboratively interface with a wide array of disciplines of the Program Management Team (PMT) such as Program Management, Engineering, Finance, Supply Chain, Business Development or any related function
- Prior experience supporting compliance sweeps on FAR 15 Sole-Source Negotiations in accordance with the Truthful Cost or Pricing Data Act (TINA)
- Prior experience with FAR Part 12 procurements, including collaborating with different disciplines in preparing commercial item assertion packages (technical and price reasonableness)
- Demonstrated ability to manage multiple priorities or contracts simultaneously in a deadline-driven environment
- Experience working in matrixed or cross-functional team environments, including coordinating with geographically distributed or virtual teams
- NCMA Credentials (CFCM™, CCMA™, etc.) and other Industry-Specific Certifications a plus
- Procurement Integrated Enterprise Environment (PIEE) experience a plus
- Familiarity with RTX / Collins Aerospace Policies and Procedures, business systems and tools a plus

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
