The Deputy Continuing Airworthiness Manager is responsible for ensuring that all CAMO tasks for the UK fleet are resolved satisfactorily and in accordance with compliance requirements. The Deputy Continuing Airworthiness Manager has administrative authority over the CAMO department.

Responsibilities and duties
The Deputy Continuing Airworthiness Manager (DCAM) reports to the Nominated Person for Continuing Airworthiness (NPCA). The DCAM shall possess relevant knowledge as detailed within AMC1 CAMO.A.305(c) (a) to (i), background and satisfactory experience related to aircraft continuing airworthiness management and demonstrate a working knowledge of the relevant regulations.
Specific responsibilities are as follows:
1. Deputise for the Nominated Person for Continuing Airworthiness (NPCA), as required.
2. Be responsible for enacting the functions and responsibilities of the UK CAMO team, to include but not limited to:
a. Ensure that manuals, procedures, and routines for all aspects of the CAMO relating to continuing airworthiness and maintenance are in place and fit for purpose (including computerised maintenance system processes), making recommendations for change as appropriate.
b. Ensure that contracted Part 145 and subcontracted Part CAMO organisations operate within the terms of any signed agreements and ensure robust, effective, and positive working relationships between the two.
c. Ensure contracted maintenance activity is in accordance with Part CAMO requirements, to include but not limited to:
i. Monitoring costs related to the services provided.
ii. Following up on any concerns raised and providing suitable feedback / resolutions.
iii. Approve KPI’s and monitor for all contracted activities to ensure the service level provided is suitable, and ensure service level concerns are actioned in a timely and effective manner.
d. Maintain aircraft Airworthiness documentation and regulatory applications utilising defined procedures, to include but not limited to:
i. CofA and ARC
ii. Radio License
iii. Insurance Certificate
iv. ELT registration management
e. As deemed necessary, establish contact with applicable manufacturers of aircraft, engines, accessories, and materials of interest for operator.
f. Attend relevant industry conferences/meetings, examples listed below:
i. Industry steering groups
ii. Manufacturer / Engineering conferences (as relevant)
g. Develop and control the requirements for staff approvals, to include but not limited to:
i. Continuation training plan for UK Part CAMO personnel
ii. Competency assessment of UK Part CAMO personnel
iii. Subcontracted staff review and TOR approval.
iv. Manage the Aircraft Maintenance Program (AMP) and monitor its effectiveness.
h. Manage the output of the Reliability Programme and ensure reliability data for systems and components are suitable at the applicable reliability meetings.
i. Evaluate and monitor Appendix II and Appendix IV contracts and follow up contractual obligations.
j. Monitor the effectiveness of the Aircraft Technical Log (ATL) system to ensure compliance with Part M.A.306.
k. Monitor the publication of CAA regulations with reference to airworthiness and environmental matters and ensure that appropriate action is taken to fully comply with these matters.
l. Monitor all Airworthiness Directives information from CAA, EASA, FAA, or other relevant authorities where applicable, ensuring they are evaluated by the Appendix II organisation as per defined procedures.
m. Evaluate suggestions for improvements and modifications to aircraft, and make sure that all applicable mandatory directives, issued by authorities and Type Certificate Holder, are incorporated in the aircraft, as appropriate. Ensuring that suitable instructions and maintenance documentation have been created for accomplishment and that procurement of material requirements have been initiated.
n. Establish and maintain quality and configuration standards for aircraft, accessories, and material.
o. Overseeing the activities of the Appendix II Part CAMO engineering functions.
p. Work with the Procurement Team and Appendix II CAMO for the evaluation of contracted activities.
q. Work with the Procurement Team and Appendix II CAMO to ensure all necessary components and equipment are planned and ordered to meet the requirements of the planned maintenance within the required timeframes.
3. Work closely with the safety team to ensure, to include but not limited to:
a. Immediate action is taken should they become aware of any safety-related issues affecting the operation.
b. Engage in relevant SAGs to promote the Safety policy as identified in the MSM.
c. Ensure that in the event of a safety or maintenance related incident taking place, the relevant reporting process has been initiated.
d. Consideration of risks associated with contracted and sub-contracted activities and management thereof.
e. Demonstrate an understanding of, and active participation in, the application of safety management, human factors principles and human performance issues.
4. Work closely with the compliance team to ensure, to include but not limited to:
a. Engage with compliance openly for audits.
b. Establish and conduct the corrective actions listed in the section on non-conformities found during internal audits or deviation reports, ensuring the action of any NCR allocated to them in a timely manner and only seek to extend target closure dates when necessary.
5. Work closely with the UK Regulatory Authority, to include but not limited to:
a. Engage openly for audits.
b. Seek clarification (as appropriate) and acceptance through discussion for future changes to ensure compliance is maintained.
Required qualifications and certifications
1. 5+ years of relevant work experience, of which at least 2 years should be from the aeronautical industry in an appropriate position.
2. 3+ years Technical Education:
a. a relevant engineering degree or an aircraft maintenance technician qualification with additional education that is acceptable to the competent authority. ‘Relevant engineering degree’ means an engineering degree from aeronautical, mechanical, electrical, electronic, avionic, or other studies that are relevant to the maintenance and/or continuing airworthiness of aircraft/aircraft components.
b. The above requirement may be replaced by 5 years of experience in addition to those already recommended by requirement 1 above. These 5 years should cover an appropriate combination of experience in tasks related to aircraft maintenance and/or continuing airworthiness management and/or surveillance of such tasks.
