Job Description:
For the past 60 years, from the dawn of the Space Age, our L3Harris weather business has been an industry-leading provider of high-precision, space-based instruments for severe weather tracking and forecasting and low-latency, high-throughput ground systems providing command, control, communications, data processing, and spectrum management for domestic and international customers. We are looking for a program manager who will be responsible for successful ground system program execution, customer satisfaction, and financial performance in this high performance business area. The Program Manger leads execution of all phases of programs from start-up to delivery for customers. By drawing upon technical development and project management experience, the Program Manager develops strategies to influence programmatic direction and enable both program and business success. In this position, the Program Manager will communicate directly with customers, leadership, and cross-functional program teams. Opportunities for problem solving and innovation are regularly complex, requiring broad-based consideration of variables that impact multiple areas of the organization.
Essential Functions:
• Accountable for overall program performance commitments to include:
o Customer Satisfaction: Continually delighting our customers with our values, responsiveness, and overall mission performance
o Financial: Orders, sales, operating income, investment, cash flow, budget, and reserve forecasting and execution
o Schedule: Timely, responsive, and successful completion of all program activities (informal) and deliverables (formal)
o Quality: Program deliverables meet or exceed L3Harris and customer expectations
• Responsible for managing the cost, schedule, and technical performance requirements of a program through all lifecycle phases
• Identify program risks and create opportunities to manage the operational impacts
• Responsible for program change management, controlling program performance measurement baseline of cost, schedule, and performance
• Develop, review, and approve plans, schedules, subcontract agreements, and other program documents
• Coordinate and monitor supplier activities, deliverables, and finances, and aligns supplier performance with L3Harris business financial performance
• Ensure that all resources such as engineering, manpower, production, and facilities are available to support the program
• Ensure clear understanding and communication of program status, changes, and performance to the Customer and L3Harris leadership
• Prepare and provide reports, briefings, and technical reviews to the Customer and L3Harris leadership
• Develop program and adjacent growth opportunities to meet strategic business objectives for the product line or portfolio
• Lead the preparation of program proposals, proposal scope, budget and expenditure plans, and financial terms of contract
Qualifications:
• Bachelor’s Degree and a minimum of 9 years of prior relevant experience; Or, Graduate Degree and a minimum of 7 years of prior related experience; Or, in lieu of a degree, minimum of 13 years of prior related experience
• Minimum of 9 years of experience in development of ground-based systems - This experience will include:
o Managing technology development program(s)
o Managing cross disciplined workforce of approximately 30+
o Managing subcontractors and suppliers in a performance-based environment
• Experience in Earned Value Management
• Excellent interpersonal, written, and verbal skills for both internal and external customers
• Ability to travel occasionally to customer or supplier locations in the Washington DC area or to other domestic US locations
• Must possess or have the ability to obtain DoC Public Trust access granted by the Government, required for High or Moderate Risk Contracts
Preferred Additional Skills:
• Experience with satellite ground system programs
• Experience with development, deployment and operations of large-scale computing solutions in a cloud environment
• Experience with NOAA customers or NASA customers/NASA processes
• Possess PMI Program Management Professional (PMP)® certification, desired but not required
