Tactical Buyer
Austin, TX or Pasadena, CA - Hybrid
Position Summary
Thales is looking for a Tactical Buyer within Identity and Biometric Solutions (IBS) business line who will be will be the first point of contact between Thales and its suppliers for all customer and indirect projects. This position includes tasks on both direct & indirect sides of procurement, whenever these are related to customer contract, implementation or support
Key Areas of Responsibility
The Tactical Buyer will be key in the implementation of Thales's acquisition plans and will be working closely with the Procurement Project Managers (PPMs) in the team. The Tactical Buyer will also work with other procurement information systems (e.g. Business Intelligence and eAcq for supplier database & project inputs) as well as different documentation for terms and conditions coming from Category Buyers/Managers and/or PPMs.
Under delegation of authority, obtain quotations from suppliers, analyze and evaluate them then place purchase order based on best negotiated offer.
Support IBS stakeholders with PR creation as needed and support the smooth implementation of Thales' procurement strategy, then verify the purchase requisition data (supplier approval status, part no., export control documents, quote validity & accuracy) is complete & exact, transform PR into PO and ensure PO is acknowledged/followed-up and expedited as needed.
Manage PO cancellations, shortages or delivery delays, escalate when required; manage returns/RMAs and keep ERP updated.
Resolve invoicing problems relating to ordered products or services. Handle disputes that prevent the billing of orders under her/his responsibility and work with stakeholders to build claims whenever necessary.
Ensure compliance of orders and suppliers against different internal and external requirements (applicable instructions & processes).
Gather information on all on-going procurement work packages for management reporting & proper follow-up.
Minimum Qualifications
College degree (Bachelor's ) in business, logistics, economics, engineering, pure or applied sciences plus at least 2 years of procurement experience.
Ability to develop and expand internal and supplier relationships (assistance, escalation...) and challenge, pressure or push back when needed.
Prior experience with market analysis, data analysis, reporting, supply chain management & order management process
Proficient with ERP & procurement software (Oracle preferred), Microsoft Office Suite, specifically Outlook, Word & Excel
Familiar with requirements in regard to trade compliance, insurance, business integrity, risk management, contract, T&C negotiation and management in a large multinational corporate environment
Ability to prioritize, take a step back & build perspective, anticipate needs, be flexible, willing to learn, organized, methodical and able to work within well-defined processes in a large matrixed corporation.

Pay Transparency for California
The anticipated TTC range for this role is $57,600 - $107,308.00 USD Annual. The Company reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s status protected by local, state, or federal law.
