Job Description:
The Subcontracts Manager (SCM) is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris covers a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3Harris Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverages the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties include change management, risk management, management of customer/government owned property, transportation and delivery, and invoice processing. Subcontracts also supports business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments.
Essential Functions:
- Can work independently with medium to minimal guidance.
- Effectively communicates with direct manager and/or group leader, and works directly with other functions such as: contracts, program office, cross functional peers, and cross functional leaders.
- Understanding of production, development, services, repairs and sustainment.
- Knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.)
- Experience with government proposals and BOEs
- Experience with negotiations, subcontractor management and program risk management.
- Understanding of technical SOWs.
- Negotiates legal documents as required (i.e., NDA, Agreements, Terms and Conditions, etc.), based on assigned signature authority.
- Responsible for award and management of subcontracts.
- Single point of contact to assigned POs, PO modifications, subcontractors, direct management, and to internal customers.
- Moderate working experience with Microsoft Office, Excel skills (pivot tables, V-lookup, etc.), Word, Power Point Presentations, presentation and communication skills, MRP/ERP.
- Solve problems of moderate complexity by leveraging experience and through analysis of data.
- Reports findings with recommended actions.
- Able to analyze and ensure compliance to prime contract and program's contractual, legal, technical, and quality requirements.
- Able to peer review subcontracts packages to support organization's compliance.
- Understanding of program requirements and risks, milestones, period of performance, end customer requirements, Trade Compliance (ITAR/EAR), FAR/DFARS requirements, subcontractor capabilities and stability, and engineering requirements.
- Moderate understanding of procurement systems and tools such as Material Requirements Planning (MRP), Control, Cognos, Quality, Excel, Peoplesoft Financials, Expo, PDM and others.
- Responsible for managing Subcontracts of moderate complexity programs, efforts, and scope or work.
- Assigned efforts will be based on skills proficiency, experience and delegation of authority (DOA).
- Responsible for proposal activities with moderate complexity.
- Responsible for managing timely administration of subcontracts, purchase orders, contract modifications, request for proposals, negotiations, and processing of legal documents.
- Moderate understanding of forecasting and Supply Chain's influence on annual operating plan to include orders, sales, profit, and cash flow.
- Monitors and responds to internal cross functional metric trends related to that indicate early risks of supply chain disruptions.
- Manages worklists and subcontract tasks timely and complete compliant subcontract packages.
Qualifications:
- Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
Preferred Additional Skills:
- Experience as a Cost Account Manager for Subcontracts managing budgets and sales forecasting.
- Experience with EVMS
- Highly proficient in MS Office suite of tools, including Outlook.
- Proficient with MRP systems.
- Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.
- Demonstrate a strong attention to detail and a high degree of accuracy.
