Job Description:
The Senior Specialist Subcontracts is an essential member of the F35 Subcontracts / Supply Chain Management team. The Subcontract Manager is responsible for managing end-to-end lifecycle of subcontracts and is responsible for solicitations, fact finding, sourcing, documentation, negotiations, cost/price analysis, terms and conditions negotiations, and subcontract execution. The Subcontracts Specialist is the main point of contact between suppliers and program teams and provides all contractual direction. The individual will be responsible for maintaining and fostering external supplier relations and building internal partnerships with key internal stakeholders.
Essential Functions:
- Responsible for subcontract sourcing, proposal evaluation, negotiation, award, execution, administration, and closeout phases
- Assesses supplier performance and regularly communicates feedback to Supplier Leadership
- Manages supplier performance throughout the subcontracting lifecycle
- Ensures compliance with all FAR, DFARS and public law requirements, as well as company policies and procedures
- Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
- Cultivates and maintains strong working relationships with suppliers, customers, and internal stakeholders
- Contributes to Program Risk and Opportunity management
- Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency, and continuous improvement
- Develop and maintain working relationships with cross-functional partners
- Provide timely and accurate subcontract status to L3Harris Management
- Identify contractual risks and recommend strategies to minimize or manage those risks, at all stages of the contracting lifecycle
- Serve as the liaison between L3Harris and its Customers and Subcontractors within the area of operations
Qualifications:
- Bachelor’s Degree and minimum 6 years of prior experience. Graduate Degree and a minimum of 4 year experience managing major subcontracts in support of government program(s) s of prior experience. In lieu of a degree, minimum of 10 years of prior experience.
Preferred Additional Skills:
- Experience with various program lifecycles (development, production, sustainment)
- Experience with L3Harris Systems, Policies & Procedures
- PeopleSoft, Control (Cincom) experience
- Experience contracting with various different contract types (FFP, FPIF, T&M, CPFF, CPIF)
- Radio Frequency Procurement Experience
- PMP, CPCM or CPSM Certified
- Excellent negotiation skills
- Contracting knowledge and experience
- Working knowledge of FAR/DFARs
- Advanced Analytical and Problem-Solving Skills
- Experience with multiple subcontract types such as FFP, Cost-Plus type contracts, T&M, etc.
- Extensive Supplier Management Skills
