Job Description:
Direct all phases of programs from program pursuit through completion. Drive program execution in order to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs. Manage all aspects of the pursuit and proposal process including the development of technical solutions, management solutions, and cost elements. Act as the primary customer contact for program activities and collaborates closely with internal stakeholders to achieve mission success.
Essential Functions:
• Manage cost, schedule and technical performance of project portfolio through all phases of project lifecycle from inception to completion
• Identify new pursuits and opportunities within the DoD and intelligence community
• Coordinate the preparation of proposals, business plans, performance Statement of Work (SOW) and specifications, operating budgets and financial terms/conditions of contracts
• Develop relationships with key partners for large system development and integration efforts
• Establish and maintain high-level relationships with senior leaders and government customers
• Coordinate with chief engineer and functional managers to ensure proper resources are available in a timely manner to execute project work
• Establish milestones and monitors adherence to master plans and schedules, identifies program problems, and obtains solutions such as allocating resources or changing contractual specifications
• Partner with customers and programs to determine needs, requirements, and develops new business opportunities
• Participate in the negotiation of contract and contract changes
• Assist with short and long-term strategic plans and roadmaps to ensure maritime system sustainment
• Interact internally and externally with management and customers on business matters

Qualifications:
• Must Have an Active Top Secret/SCI Clearance
• Bachelor’s Degree and a minimum of 9 years of prior relevant experience; Or, Graduate Degree and a minimum of 7 years of prior related experience; Or, in lieu of a degree, a minimum of 13 years of prior related experience
Preferred Additional Skills:
• Program Management experience with the defense and intelligence community
• Experience supporting Cyber related missions or programs
• Bachelor’s or Master’s degree in engineering-related field of study
• Able to make effective decisions regarding the profitability and achievability of pursuits
• Able to organize and coordinate customer visits, to include participation in appropriate symposiums and trade shows
• Able to develop broad, cooperative relationships with numerous groups and individuals
• Experience utilizing Earned Value Management System Principals
• Excellent interpersonal, written, and verbal communication skills
