L3Harris is seeking a Senior Level Contracts Administrator to join our Melbourne, FL team. In this role, the successful candidate will report to the Sr. Manager of Contracts, and will contribute to the end-to-end management of major contracts. This position is responsible for conducting proposal preparation, pre-contract data collection, and administering, extending, negotiating and terminating standard and nonstandard government contracts.
Essential Functions:
- The management of a portfilio of important and complex Gov’t contracts. This includes relationship management, contract management, and maintenance of schedules, coordinating responses, identifying risks, and ensuring a smooth and efficient delivery to the customer.
- Provide mentoring and leadership as a Leader Among the People to your direct team of contract administrators and also providing mentoring and leadership to other core functional support groups on contract matters to assure cohesive execution and action to customer requirements and need.
- Proactive management of customer changes. This requires an ability to follow the contractual change process and other change mechanisms developed, ensuring timely responses to change requests. Working the internal team to assure compliance and tracking as appropriate.
- Reviews contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements
- Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
- Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
- Initiates documentation to authorize work in accordance with contractual specifications
- Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information
- Requires little to no supervision in executing key contracting activities
- Responds to inquiries regarding contract obligations and revisions
- Leads and organizes negotiation teams
- Critical part of the negotiating and/or executing team. Providing interpretation and guidance to program team
- Ability to help mentor junior level contract administrators
- Central point of contact to customers
- Can work complex situations with the program office.
- Understands the business and the execution of the business to address complex issues and concerns
Basic Qualifications:
- Bachelor’s Degree and minimum 9 years of prior relevant experience, or, Graduate Degree and a minimum of 7 years of prior related experience
Preferred Qualifications:
- In-depth knowledge of FAR and DFARS
- Experience with ITAR is preferred
- Functional knowledge of Peoplesoft/SAP/other ERP systems input and report generation
- Experience with reviewing RFPs, preparing proposals, negotiation, definitization and administration of DoD and Commercial contracts
- Experience with risk assessment of proposals/contract terms and conditions and strategies to minimize potential risks to the business
- Ability to effectively interface at all levels of company management
- Ability to effectively interface with Government and other customer organizations
- Able to travel as required. Anticipated 10 – 25% of time
- Able to work any shift, weekends, and overtime as required
- Excellent communications skills. Effectively communicate via formal letters complicated and sensitive subjects, possess proper email skills, and possess excellent verbal communication skills.

- Experience with and ability to manage complex projects or processes
- Experience with and ability to lead a team in gathering comprehensive data from multiple disciplines and lead a team to address complex issues and concerns
- Experience in problem solving through creative solutions drawing from prior experience
- Currently hold or ability to abtain a Department of Defense Secret security clearance
