Position Summary:
Reporting to the Program Director, the Associate Director, Program Delivery, you will lead and manage a team responsible for delivering complex, high-risk/high-reward projects. You will collaborate with the Program Director on project delivery, oversee all aspects of sub-program delivery, and coordinate with inter-departmental teams. Your strong leadership and technical skills will be essential for ensuring superior project performance in terms of safety, scope, schedule, budget, quality, and risk.
As Associate Director, Program Delivery, you will:
Project Leadership and Delivery
- Oversee project design, development, and construction by providing strategic guidance and leadership, and ensuring that all phases of the project are executed efficiently and effectively.
- Develop and implement comprehensive project delivery strategies that address procurement, change management, and risk mitigation, tailoring these strategies to the specific needs and challenges of each project.
- Establish and manage governance structures that promote transparency, accountability, and effective decision-making.
- Lead and manage complex capital projects to ensure successful delivery, while coordinating with stakeholders and shared services to optimize project lifecycle.
- Oversee project performance by meticulously tracking safety, scope, schedule, budget, quality, and risk requirements, implementing corrective actions as needed to maintain project objectives.
Stakeholder Management and Collaboration
- Collaborate with stakeholders to foster strong relationships and influence their support for project goals, ensuring effective communication and alignment throughout the project lifecycle.
- Manage contractor relationships to ensure compliance with contractual obligations and foster a collaborative and productive working relationship.
- Resolve complex issues through skillful negotiation and diplomacy, ensuring that all stakeholders' concerns are addressed, and mutually beneficial solutions are reached.
Risk Management and Problem-Solving
- Develop alternative solutions to address challenges and seize opportunities, demonstrating your ability to think critically and creatively.
- Anticipate, investigate, and resolve design and construction issues promptly and effectively, leveraging your expertise and problem-solving skills to mitigate risks and maintain project momentum.
- Identify, manage, and resolve decisions proactively to minimize disruptions and ensure project objectives are met.
- Ensure safety is a top priority for all parties involved in the design and construction process, implementing robust safety measures and conducting regular safety inspections.
Procurement and Contract Management
- Develop and implement effective procurement strategies that align with project goals and ensure the selection of qualified vendors.
- Prepare comprehensive project delivery documents such as procurement documents, and program progress reports, ensuring clarity, completeness, and compliance with relevant requirements.
- Oversee contract administration and project turnover to ensure a smooth transition and effective handover.
This is a chance to be on the frontline of history at Toronto Pearson. To do so, you will bring:
- Post-secondary degree or diploma in Architecture, Engineering, Project Management, Business or other relevant area of study
- 15 years of professional experience with 10 of those years in a program management leadership role
- 10 years of professional experience in large international airport projects or equivalent infrastructure programs greater than CAD $500 million
- Experience in design and construction project management with the majority of this time leading or being a significant contributor with similar complexity, ideally in aviation and/or transportation infrastructure
- Significant expertise in program management and / or applicable technical areas to deliver complex programs
- Demonstrated experience in managing teams to deliver complex projects and programs
- Demonstrable experience in managing stakeholder relationships and providing strategic level reporting to enable effective decision making
- Excellent stakeholder engagement and communication skills including the ability to facilitate meeting / workshops with large groups of stakeholders
- Valid G Driver’s license
- Ability to obtain and retain a Transportation Security Clearance

- Knowledge and experience using different project delivery models, including procurement practices for consultants and contractors
- Proven track record as an innovative leader creating creative and leading-edge solutions
- Strong interpersonal and customer service skills
- Ability to visualize critical interdependencies
- Excellent communication skills (written and verbal)
- Knowledge of project monitoring systems including scheduling, cost, risk and change control
- Strong skills in Microsoft Office suite (Excel, Word, and PowerPoint)
- Proven analytical, evaluative, and problem-solving abilities
- Ability to effectively prioritize and execute tasks in a high-pressure environment
- Highly self-motivated, directed, keen attention to detail
- High degree of initiative and creativity
- Ability to meet tight deadlines and manage multiple tasks and projects
- Problem solving skills to identify, analyze, resolve issues
