Pay: $30-35/hr based on experience
Position Summary Description
- Position objective is to prepare, evaluate, execute and manage Purchase Orders and Procurement Card Purchases required to satisfy needs in a timely manner while complying with the Board policies, procedures and practices.
- Develops Purchase Order pricing based on the specification and/or scope of work.
- Review specifications and ensures performance criteria and other critical elements are established when possible.
- Negotiates PO terms and conditions with the goal of reducing risk.
- Ensures timely processing of Purchase Requisitions and Procurement Card requests to support operations, identifies and reduces risk, avoids duplication and waste, and promotes fairness from the procurement process.
- Maintain contract and PO binders, records, and files.
- Oversee all bid openings. Ensure required paperwork completed.
Qualifications and Education Requirements:
- Requires an Associate of Arts/ Science Degree in Business or related field and two (2) years of supply management, procurement, and/or related experience.
- Additional specialized training and professional certification highly desirable. One (1) year of practical and/or industrial experience may be substituted for one (1) year of college.

Essential Functions:
- Monitors expiring contracts and provides updates to end users.
- Prepares detailed dollar evaluation of bids to determine lowest evaluated bidder.
- Negotiates terms and conditions of exceptions to the standard PO T&C’s.
- Expedites POs to ensure deliveries in accordance with commitments.
- Coordinates with user departments to ensure the proper delivery of needed goods and services to the correct locations.
- Develops work priorities based on critical plant/transmission operational needs.
- Coordinates discrepancies (NCM’s) with materials management, user and vendor groups.
- Investigates, determines need for and recommends guidelines for dealing with vendors on late shipments.
- Conducts vendor evaluations and writes various reports, analysis and presentations. Sets up vendor meetings as needed.
- Conducts pre-bid and post-bid conferences for user departments, Contractors/Vendors and Supply Management as required.
- Develops presentations, at the request of Supervisor/Manager/Director.
- Processes allowable transactions via Corporate Procurement Card.
- Processes monthly Procurement Card Bank Statement in accordance with established procedure.
- Reduces risk through proper conformance of PO’s, ensuring that insurance requirements, T&C’s, Quotes and Site Administration are included as required.
- Works with users and Accounts Payable (A/P) to resolve problem invoices that cause delays in vendor payments or lost prompt payment discounts.
- Manages OnBase record keeping of all Contracts, Amendments, Task Orders, and Change Orders for all locations.
- Manages filing requirements for all department documentation per current practices.
- Manages Supply Management’s various SharePoint sites including but not limited to: Bid log, Archive log, Contract Log, Bidders Qualification log.
- Verifies that Contracts and PO’s documentation is complete and produces the final books and folders.
- Manages the offsite archiving (Expired Contract and Purchase Order) and related log for easy access to retrieve documents when needed by legal.
- Manages the Bid Vault for backup folders from bids responses.
- Distributes monthly Supply Management reports – i.e. Open Contracts by Buyer, by Contractor/Vendor.
- Reorders and manages department supplies.
- Performs other duties as applicable to the position or as assigned.
