Overview
The Quality Assurance Manager is responsible for the administration, oversight, and continuous improvement of the Quality Assurance Program in accordance with 14 CFR Part 121 requirements.
This position supports and participates in the Continuing Analysis and Surveillance System (CASS) and Continuous Airworthiness Maintenance Program (CAMP), working in coordination with the designated CASS Manager.
The role ensures that maintenance, inspection, and operational activities are conducted in compliance with applicable Federal Aviation Regulations, company manuals, and approved procedures. The Quality Assurance Manager provides leadership for audit programs, vendor oversight, corrective action systems, and regulatory coordination.
Qualifications
- Bachelor’s degree in Aviation, Engineering, or related field preferred (or equivalent experience)
- FAA Mechanic Certificate with Airframe & Powerplant rating preferred (not required)
- Minimum 5–7 years of experience in aviation maintenance, quality assurance, or regulatory compliance in a Part 121 or Part 145 environment
- Experience supporting or interfacing with a CASS program preferred
- Strong working knowledge of:
- 14 CFR Parts 121, 43, and 145
- Air carrier CAMP and GMM requirements
- Experience with FAA audits, regulatory correspondence, and certificate management
- Demonstrated leadership and team management capability
- Strong analytical, organizational, and communication skills
- Ability to travel as required
Responsibilities
Regulatory Compliance & Program Oversight
- Administer and maintain the Quality Assurance Program in accordance with FAA regulations and company manuals
- Support the CASS program through audit results, data input, and corrective action coordination
- Coordinate with the CASS Manager to ensure QA findings are incorporated into the CASS process
- Evaluate CAMP effectiveness and identify areas for improvement
- Serve as liaison with the FAA on QA-related matters
Audit & Surveillance Management
- Develop and manage internal and external audit schedules, including:
- Line Maintenance
- Heavy Maintenance Providers
- Repair Stations
- Fueling and Ground Handling Vendors
- Ensure audits are conducted in accordance with approved procedures and regulatory standards
- Review audit findings and ensure proper classification, risk assessment, and follow-up
Corrective Action & Continuous Improvement
- Manage the corrective action system for audit findings and operational issues
- Ensure root cause analysis is performed and corrective actions are effective and sustainable
- Coordinate with the CASS Manager to ensure corrective actions are tracked and validated within the CASS process
- Monitor trends and recurring issues identified through audits and operational data
- Lead initiatives to improve compliance, safety, and operational efficiency
Vendor Oversight
- Oversee the Approved Vendor List (AVL) program
- Evaluate and approve maintenance providers and service vendors
- Monitor vendor performance and compliance with regulatory and contractual requirements
- Recommend vendor approval, limitation, or removal based on performance and audit results
Data Analysis & Reporting
- Provide audit, surveillance, and operational data to support the CASS program
- Assist in identifying adverse trends and systemic issues
- Prepare reports for executive leadership and regulatory authorities
- Maintain QA records in accordance with GMM and regulatory requirements
Training & Leadership
- Provide leadership, guidance, and oversight to QA personnel
- Ensure QA staff are trained and qualified per regulatory and company requirements
- Promote a culture of compliance, accountability, and continuous improvement
Manuals & Documentation Control
- Oversee QA-related sections of company manuals, including the GMM and associated procedures
- Ensure manuals remain current and compliant with regulatory requirements
- Coordinate revisions with internal departments and regulatory authorities
Safety & SMS Integration
- Coordinate with the Safety Department to ensure alignment between QA and SMS programs
- Support hazard identification, risk assessment, and mitigation strategies
- Ensure QA findings are incorporated into SMS processes where applicable
Additional Duties
- Support FAA inspections, audits, and surveillance activities
- Participate in internal management reviews and regulatory meetings
- Perform other duties as assigned
Physical Demands
The physical demands described are representative of those required to successfully perform the essential functions of this position. Duties may include standing, walking, climbing, lifting up to 25 pounds frequently and up to 70 pounds occasionally, and working in office and operational environments.
