Health Safety, Environment and Facilities Manager

Position Summary
The HSE Manager is responsible for leading and maintaining the site Health, Safety, and Environmental program to ensure compliance with corporate standards and all applicable federal, state, and local regulations. This role drives proactive risk reduction, regulatory compliance, incident prevention, employee awareness, and continuous improvement of site HSE systems in support of safe and efficient operations. The HSE Manager develops, implements, and monitors site HSE programs, policies, procedures, and training to ensure alignment with OSHA, environmental requirements, ISO management system expectations, and Thales strategic objectives. This role partners across all functions to support safe operations, effective risk management, emergency preparedness, environmental stewardship, and a strong safety culture. This framing follows the broader manager scope from the LR09 document while keeping the role focused on HSE rather than full facilities management.
Key Areas of Responsibility
Lead and manage the site HSE program to ensure compliance with company policies and regulatory requirements.
Develop, implement, and maintain HSE policies, procedures, and site standards.
Conduct and maintain risk assessments, hazard analyses, and mitigation plans for site operations and projects.
Track, trend, and report HSE KPIs, leading indicators, incidents, corrective actions, and compliance metrics.
Lead incident, injury, near-miss, and significant event investigations; determine root causes and drive effective corrective and preventive actions.
Coordinate and deliver HSE training and awareness programs for employees, contractors, and visitors as required.
Maintain compliance with OSHA, EPA, NFPA, and other applicable local, state, and federal requirements.
Support emergency preparedness and response programs, including drills, plans, communications, and coordination with site leadership.
Administer site environmental programs, including hazardous waste, chemical management, SDS administration, inspections, and required recordkeeping.
Conduct routine site audits, inspections, and workplace assessments to identify risks and verify compliance.
Ensure corrective actions from audits, inspections, incidents, and compliance reviews are implemented and closed in a timely manner.
Support ISO 45001 and ISO 14001 management system activities, including procedures, audits, actions, and management review inputs.
Support the Integrated Facilities Management (IFM) program as needed, including assuming interim coordination and oversight responsibilities to maintain operational continuity in the absence of the Facilities Manager.
Minimum Qualifications
Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or related field; or equivalent combination of education and experience.
5+ years of progressive HSE experience in a manufacturing, industrial, warehouse, or technical operations environment.
2+ years of demonstrated people leadership experience
Demonstrated knowledge of OSHA, environmental compliance, incident investigation, hazard identification, and risk assessment practices.
Experience developing, implementing, and maintaining HSE programs, policies, and procedures.
Experience leading incident investigations, corrective actions, and compliance improvement initiatives.
Strong knowledge of ISO 45001 and ISO 14001 management systems.
Strong analytical skills with ability to track, interpret, and report HSE data and KPIs.
Working knowledge of emergency preparedness, hazardous materials, hazardous waste, SDS management, and contractor safety.
