What you can expect from this position:
Reporting to the Manager, Land Use Planning, you will perform land use reviews for on-site and off-airport development proposals and planning applications for compliance with Airport requirements. You will also assist in the formulation of policy recommendations for municipal and regional official plans’ updates and amendments in areas of importance to the Airport and review of by-laws, as well as federal and provincial guidelines and development of Airport Master Plans
, Airport Land Use Plan and its amendments in support of the GTAA’s Strategic Plan and other specific corporate and departmental initiatives.
As Senior Land Use Planner, you will:
- Conduct land use development reviews for compliance with federal regulations (Airport Zoning Regulations)) and municipal aircraft noise policies
- Present GTAA’s policy stand and compliance requirements to municipal Planning and Housing committees
- Provide technical support in negotiations with external agencies, developers, and landowners
- Offer expert opinions and analysis to management and legal counsel
- Liaise with the Land Use Planning Committee and internal departments to develop corporate positions and communication strategies
- Communicate GTAA Land Use Review program requirements to municipal planners and developers
- Prepare monthly financial reports and invoicing in support of LUP revenue stream
- Organize multi-stakeholder meetings to discuss compliance with airport operational requirements
- Coordinate data assembly and mapping for delivery to NAV CANADA
- Conduct precise calculations for development height restrictions and review technical analysis results
- Develop consolidated written correspondence to communicate findings and requirements to municipalities and developers
This unionized position has an hourly wage of $55.98, based on a 37.5-hour work week. If you are the selected candidate, you must be available to commence the duties of the position once a selection decision has been made.
This is the role for you, if you have:
- Post secondary degree in Urban and Regional Planning, or a combination of education and experience resulting in a specialization in airport planning, design, project management
- Registered Professional Planner (RPP), Member of Canadian Institute of Planners (MCIP) accreditations or eligibility for membership is required.
- Minimum 5+ years of experience related to land use planning or services or related disciplines including civil engineering, land/development planning, project management, or architectural services
- Minimum 3 years experience in Aviation or Transportation is preferred
- Demonstrated experience working in a customer centric environment
- Ability to obtain and retain Transportation Security Clearance at the designated level for the position
Knowledge and skills you bring, that set-you up for success:
- In-depth knowledge of the Planning Act, Municipal Official Plans, Development Review Processes, Provincial Policies and Legislation related to land use planning, as well as current regulations and evolving policy trends
- Skilled in translating field expertise into compliance recommendations for airport zoning
- Knowledgeable in Airport Zoning Regulations, Transport Canada guidelines, and related legislation
- Highly proficient in federal, provincial, and municipal land use control policies
- Experienced in organizing and leading government consultations in the subject of land use control
- Capable of developing land use components of legal agreements to mitigate aircraft noise impacts
- Familiar with Ministry of Environment noise standards
- Strong technical research skills
- Effective team player with strong diplomacy skills
- Expert in technical report writing and presentations
- Excellent communication and relationship-building skills
- Effective interpersonal and customer service skills to interact with all levels of the organization, municipal planners, and developers/landowners
- Understanding of all levels of government roles in planning and development of transportation infrastructure
- Aware of emerging trends in airport systems and equipment
- Experienced in presenting organized project reports
- Knowledgeable about GTAA and NAV CANADA land use control workflows
- Good working knowledge of MS Office. Proficiency inGIS-based tools for land use control would be an asset
