Role Introduction
Reports To: Head of Group Quality
- Responsible for the effective implementation of the quality assurance program across the Flight Operations (FOP), Inflight Services (ISD), Integrated Operations Centre (IOC) departments of Cathay Pacific Airways and with relevant suppliers of operational services.
- Ensures the FLT & CAB quality team are directed, enabled and engaged to achieve the group quality vision, mission and objectives.
Key Responsibilities
Operational Quality System and Quality Assurance
- Develop and maintain effective Quality System Standards in line with the policy promulgated in the Group Quality Manual, including but not limited to, documentation management and control, record keeping, procedural definition of all work activities for the purpose of eliminating defects, minimising process variation and optimising safety outcomes.
- Maintain a system of Quality Assurance in line with the policy promulgated in the Group Quality Manual, including a best practice internal audit program of all FOP, ISD & IOC safety and quality critical functions, utilising Aviation Quality Database as the IT support tool.
- Continuously review the Quality System Standards and its component parts to ensure continuing suitability, adequacy, effectiveness, as well as assessing opportunities for improvement.
- Conduct auditing services, as required and under Operational Services Agreements and Service Appendix provisions, for Cathay Pacific’s fully owned subsidiaries.
- Conduct an annual Management Review of Quality Flight & Cabin activity with all FOP, ISD & IOC GMs, CX DFO and DSD. Report the outcome in a manner as directed by HGQ, including the status of all open action items arising from the internal audit program.
- Act as a Lead Auditor and/or Auditor for Consolidated Port Audits, as per qualification level, contributing to the number of audits as assigned by GQM-Ground to meet the company, regulatory or IOSA requirements.
- Act as a Lead Auditor and/or Auditor for Corporate level internal audits, Internal Audits and Supplier Audits as per qualification level & as assigned by the relevant GQM to meet the company, regulatory or IOSA requirements.
- Oversee the implementation of the Continuous Monitoring Inspection (CMI) programme. FOP, ISD and IOC.
- Represent the department regarding the biennial IATA Operational Safety Audit (IOSA). This includes owning and assessing operational activities to ensure ongoing conformance with the relevant IOSA standards, representing the department during any external audit process, and producing the conformance report and ISARP cross-reference list for FLT, DSP, and CAB disciplines.
- Represent Group Quality at monthly FOPSAG and CSAG meetings.
- Facilitate the internal Quality Meeting and ENG QA meeting.
- Ensure the effective participation of the team in the Consolidated Port Audit program.
- Represent the airlines to participate as a member and add value to the IOSA FLT & DSP Task Force for both the industry and CX for the period of tenure of the membership.
Compliance
- Maintain an assurance of ongoing regulatory compliance with legal requirements, ongoing conformity with IOSA and Quality System Standards and supporting general operational integrity, efficiency and effectiveness. This includes liaison and direct interface with the HKCAD on related matters.
- Ensure effective supervision and control over products and services produced both internally and by external suppliers to ensure that company and legal requirements are being met.
- As directed by HGQ and CX DFO, represent the company at meetings with regulatory authorities or other bodies.
- Act as the safety and quality manager of company Approved Training Organization and Flight Training Organization approvals. This is achieved by overseeing related Quality Assurance and Safety Management Program

Education qualifications
Professional Qualifications
- Lead auditor qualifications.
- Engineering/maintenance and/or Pilots license preferred.
- Dangerous goods awareness qualification.
- Safety management system qualifications.
- IOSA auditor qualifications.
Experiences
- 7-10 years operational experience in the airline industry in flight, or engineering operations.
- Line Operations Safety Audit (LOSA) observer or data analysis experience.
- Technical Training background in Flight Operations or Maintenance disciplines.
- 5-7 years in a management role.
- 3-5 years lead auditor experience.
Job related knowledge
- Excellent understanding of Air Operator’s Certificate requirements.
- Excellent understanding of aircraft technical systems for Cathay Group Aircraft.
- Excellent understanding of commercial airline cabin, flight and dispatch operations.
