Export Control Manager, Aerospace Procurement

As a Sanctions & Export Control Manager Procurement, you will focus on supporting compliance for Aerospace Procurement. In this role you will liaise with and influence stakeholders within the Rolls-Royce Aerospace and Sanctions and Export Control communities while identifying and resolving global export compliance, licensing and sanction issues.

This position reports to the Deputy Head of Sanctions & Export Control – Civil Aerospace. The Export Control Manager, Compliance and Projects – Civil Aerospace (the ECM) will work closely with Civil Aerospace leadership in Indianapolis and Reston and the Rolls-Royce North America Sanctions and Export Control Head Office in Reston, VA and Indianapolis, IN. The ECM will also liaise regularly with the Head of Export Control – Civil Aerospace, the Export Control Managers for Civil Aerospace outside the U.S. and the Sanctions and Export Control Head Office in the UK.

Key Accountabilities
- In line with requirements of Procurement and corporate policy, work to develop, implement, maintain and promote policies, procedures, strategies and systems that enable and ensure compliance with export and sanction regulations
- Provide knowledge, guidance, advice and training on export control and sanction regulations to enable Procurement to make sound strategic business decisions
- Collect and analyze data for status reports to management and proactively assess Procurement export requirements based on their plans, goals and needs
- Support audits and manage resolution or mitigation of any non-compliance
- Conduct compliance checks and support management of supplier compliance
- As an empowered official, assess export requirements and, as required, draft, submit and manage export authorizations needed to support aerospace procurement
- Engage and influence USG regulators to obtain export authorizations required by the business
Basic Requirements:
- Associate degree with 7+ years of paralegal, purchasing, sanctions and export control, commercial contracts experience, OR
- Bachelor's degree with 5+ years of paralegal, purchasing, sanctions and export control, commercial contracts experience , OR
- Master's degree with 3+ years of paralegal, purchasing, sanctions and export control, commercial contracts experience, OR
- JD/PhD, OR
- 9+ years of paralegal, purchasing, sanctions and export control, commercial contracts experience
- In order to be eligible for consideration, you must be a U.S. Citizen
Preferred Requirements:
- Analyse complex, international, business situations and influence key stakeholders at all levels with previous experience working within or implementing compliance programs
- Able to develop and implement strategic and tactical processes
- Experience in drafting and obtaining Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR) export agreements and licenses
- General understanding of EU, UK, and/or other international export control regulations
- Experience working in a corporate procurement function
- Basic understanding of gas turbine engine technology
