Northrop Grumman’s Mission Systems (NGMS) sector is looking for a
Deputy Program Manager (Manager, Programs Level 1) to support the SIGINT Technology Center's (STC) PMSP IV (Barrett) Program team onsite in
Chantilly, VA. The STC is where technology and teamwork come together to meet the unique needs of the Intelligence Community and Department of Defense. The STC is comprised of multiple mission-focused programs with projects ranging from Unmanned Aerial Vehicle (UAV) SIGINT payload and data link development to OCONUS/CONUS mission/maintenance support. STC tasks include system design, engineering development, system integration, hands-on build and test, field operations and maintenance, training, and production.

The primary objectives of the Program Manager are:
- The delivery of all technical and contractual requirements on schedule and under cost.
- Creating value through customer intimacy and development and execution of growth strategies.
- Leading a cross-functional organization aligned to Division and Business Unit goals.
Primary Responsibilities Include, But Are Not Limited To
- Establish and lead an organization that effectively addresses customer needs and incorporates internal and external partners.
- Oversite of program budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
- Ensure program team understands and adheres to contract scope, and manages change through disciplined process.
- Conduct thorough risk & opportunity oversight including identification and mitigation.
- Cultivate customer relationships to support program execution and to develop further growth opportunities.
- Develop and execute long term strategic plans, capture planning, and development of proposals to drive department awards and sales growth.
- Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
- Delivering presentations to customers, executive management, and other stakeholders.
Basic Qualifications
- Bachelor’s Degree and 5 years' or a Master’s Degree and 3 years of experience supporting U.S. Government contracts and customers and/or program management in other industries (Note: An additional 4 years of applicable work experience may be substituted for a Bachelor's degree).
- Leadership (Project Management or Engineering) experience on contracts greater than $5M annually.
- Experience in the DoD and/or Intelligence Community (IC) market.
- Familiarity with Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
- Strong personal verbal and written communications skills.
- US Citizenship.
- Active DoD Top Secret/SCI Clearance.
Preferred Qualifications
- Current PMP Certification.
- Experience in the Communications/Aerospace market with particular emphasis on managing SIGINT systems development, production and/or Operations & Maintenance contracts.
- Demonstrated experience recognizing and responding to customer needs in order to develop additional sales that support organizational objectives.
- Proposal Management skills with the ability to oversee and facilitate the proposal process.
- Experience identifing, selecting, and managing subcontract and supply chain elements of program management.
Salary Range: $126,600 - $189,800
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
